That may or may not be true... Since I have a single user, multiple computer license, I have done exactly that. One one computer not so much as a peep when I installed 460 on one computer, but it insisted on rebooting the other.
Later, when I installed 461, neither computer required a reboot.
So, perhaps it should be reworded to may require a reboot.

Actually I saw no evidence that is true either. Further, I see no "Beyond Compare's Explorer context menu". I see a Beyond Compare command on Explorer's context menu. And though I have not yet restarted the machine, I suffer no problems in its operation.
In build 460 we released a new version of BCShellEx, the Explorer shell extension that manages BC's entries in the context menu. The changelog mentions a fix under the "Misc" section.
Perhaps you ought to settle for "Please restart your computer to include an update to Beyond Compare's Explorer context menu command(s)." which at least cannot be inaccurate.
