Thanks for the suggestion. I'll add it to our Customer Wishlist. The New menu is currently available under the Explorer menu, under Actions. Are you just looking to move it up one level?

Not when there's no file selected e.g. when there's no file in the folder.
New would be nice also on FTP.
I noticed that it was missing, too, when I checked on my W7 system after reading your post.
Do you want the Explorer New menu choices to be made available, or would some default (a text file, .txt, for instance) work better? For the FTP, since the other end may not be a Windows system, BC3 probably has to provide the choices.
I tested the behavior on W7Pro64 and figured out that the explorers new-submenu only appears if you right-click in the empty area. Right-clicking on any file or folder never shows it.
BC can't access this empty area, I think.
For my purposes a "New Textfile"-Command near the "New Folder" in BC would be enough.
@chrisjj: What files are you creating via WE-new?
The Help file does have it documented as part of the Folder Compare's Copy to Folder command, which the Folder Compare Commands article directly links to. Exposing it more in the interface is on the wishlist.

No mention of New Folder there that I can see. And though there is a mention of ZIP, surely the user is not expected to look under "Copy to Folder" for this feature of a top-level Folder Compare command??
Whould you pass on my suggestion it be documented in the appropriate place? Thanks.
