Pressing the insert key with "Full Edit" off doesn't behave like BC2

I like the behavior of pressing the insert key in BC2--it inserts a blank line. However, if I turn Full Edit off in BC3 and press the insert key, nothing happens. Perhaps, BC3's behavior is by design. However, I'd prefer the BC2 behavior.

In BC3 full edit mode is the default mode so the Insert key is mapped to overwrite like most text editors.

If you want to change the keyboard shortcut, select Tools|Customize Commands in the Text Viewer. Select "Insert Line Before" and set the Insert key as the shortcut. This will make the shortcut match BC2.
