Create a custom Shortcut that points to your install of BCompare.exe, and add a parameter that is:
- a pair of folders
- a session name
- a workspace name

Launching the shortcut will then launch the named item, such as a saved workspace. The command line options are detailed in the Help file -> Command Line Reference chapter.
